After you run a search, look for the drop-down menu that says "Relevance" (it is usually about the search results on the right hand side of the page). This is the default sort in all of the DVC library databases. When you select this menu, choose "Most recent first" or "Newest first" to sort your results. 

To find a particular Time magazine article you should use the Journal Locator option at the bottom of the Databases page. From the library homepage select FIND then Articles and More to get to the Databases page.  Type in "Time" once you select the Journal Locator. It will display which databases have the magazine "Time". Select that database and it will bring up the issues of "Time" in that database. You can then search further by typing in the article title or select the magazine issue and date.
